Community Associations

Karl M. Scheuerman is an Associate in the firm’s Tallahassee office. Prior to joining the firm, he was employed for 24 years as Chief Arbitrator and Deputy General Counsel for the Division of Florida Condominiums, Timeshares and Mobile Homes, Department of Business and Professional Regulation. As Chief Arbitrator, he implemented and operated the mandatory nonbinding arbitration program for condominium disputes as well as the mandatory binding arbitration program for election and recall disputes arising in homeowners associations. He drafted the rules and the statutes for these programs and created forms for use in the programs and reported the arbitration decisions on the agency website. He drafted Division rules implementing the condominium statute, wrote declaratory statements and legal memoranda for the Division, and advised the Bureau in its day-to day operations in the areas of policy development, enforcement, and developer filings with the Division. He represented the Division in the Legislature and in the appellate courts.
