governmental lobbyingBob Boyd is the Chair of the firm’s Governmental & Lobbying Practice Group and has more than 25 years of legislative and executive branch experience in lobbying the Florida Legislature and the state’s agencies. The Governmental & Lobbying Practice Group at Sachs Sax Caplan offers local and statewide lobbying and governmental advice to assist clients in the public and private sector with the challenges they face at a time of growing local and state governmental involvement in every aspect of American life. The firm has extensive experience in the legislative, executive and regulatory arenas, including development and implementation of an advocacy agenda, building strategic partnerships, and defeating or passing legislation at the local and state level. Our public policy professionals have also developed the necessary contacts to strengthen our client’s positions and influence governmental decision-making.

Sachs Sax Caplan has the capabilities to handle the most complex public policy problems, from working with a municipality on zoning issues to lobbying Florida’s Governor and staff. Our core strengths are in appropriations, education, health care including mental health, aviation, cemetery regulation and land use including local permitting and regulatory issues. Peter S. Sachs is a Founding Partner and Chairman Emeritus of Sachs Sax Caplan P.L. Mr. Sachs is Board Certified in Condominium and Planned Development Law by the Florida Bar and through the years has handled a multitude of matters related to community associations (condominiums, cooperatives, homeowners, master and country clubs). He is one of the pioneers in the development of community association law and has earned a reputation as a staunch consumer rights advocate.


Notable Client Work

  • He has obtained significant settlements on behalf of each of the Century Village communities and the Kings Point complex in Delray Beach. These settlements included modifications of long-term contracts of adhesion such as 99-year recreation leases and payments for construction defects resulting in millions of dollars of benefits for the residents.
  • Created and represents Kings Point Recreation Corporation, the unit owner controlled entity that operates and administers the amenity package for 7,200 Kings Point unit owners.
  • In several gated communities, has successfully merged the two governing Chapter 617 entities (County Club and Property Owners Association) into a single entity resulting in increased efficiencies, sales tax savings for Club members and reallocation of real estate taxes for the community.
